I had considered this, but thought it might be better to compare against the last backup for that tenant (in the Monitor Drift roadmap item). Otherwise there is no scope for tenant specific modifications without flagging an alert

Andrew Taylor: I think both drift monitoring and comparison are useful. If a new set of policies are adopted, it would be easier to create a reference tenant and identify what changes are required to the current based on the reference tenant.
